Before you start being all Sherlock on the video, let us confirm that the building in question, was, in reality, a floating restaurant and the authorities had to relocate it due to a policy.

As the twitter user clarified, it is a large floating restaurant being pushed along the river by two smaller boats to a new location. The eatery, named Impression Jiangjin, had to be relocated by local authorities because it was causing too much pollution to the river, according to Chinese media.
